Plagiarism

Why would anyone deliberatly plagiarize? I do not understand how someone could not feel guilty, as if they cheated. I have always known that using another person's work as your own in school is dishonest but recently I have learned this can happen in the work place as well. At my work I heard of someone stealing another manager's ideas and presenting them as their own. She then took credit for it like it was her idea. I never thought of it as plagiarism but knew it was not right. Now that I have been learning more about plagiarism I now see that is exactly what was going on. This person should have been terminated for it but I am not sure that it was something that could be proven. I am curious if anyone else has had someone in the work place commit plagiarism and what were the consequences if any?
